In their activities, the Publisher and the Editorial Board are guided by the principles of publication ethics and avoidance of unacceptable practices (Part IV of the Civil Code of the Russian Federation, the Law of the Russian Federation of December 27, 1991 "On the Mass Media"), as well as the recommendations and standards of the Committee on Publication Ethics (COPE)

The Publisher and the Editorial Board strive to guarantee a high level of journal publications and adhere to the principle that they bear the main responsibility for the high-quality delivery of published scientific results and related scientific information to readers. Compliance with standards is necessary to maintain the high quality of scientific publications, the integrity of the process of informing the public about the results of scientific research, public confidence in research results and the recognition of authors.

The publication of articles in the journal is free for authors.

The Editorial Board of the journal is most friendly to the manuscripts submitted for consideration striving not to miss new and useful scientific observations, analyses and generalizations, and to help authors bring to a high level the presentation of scientific material worthy of publication.

However, the Editorial Board adheres to a number of strict rules generally accepted for modern scientific periodicals, in particular:

- Manuscripts of articles submitted to the journal are published exclusively upon their scientific merits after successfully passing the review procedure (reviewers are anonymous) and consideration by the Editorial Board;

- Reviewers of articles are invited on the basis of maximum correspondence to the topic of reviewed manuscript, their qualification and scientific field;

- When considering manuscripts, members of the Editorial Board are obliged to form their opinion regardless of their own scientific views and other interests, except for the scientific value of the article. In case of possible conflict of interests they must declare it at a meeting of the Editorial Board;

- They must also take measures to exclude falsification, plagiarism and self-plagiarism in publications, duplication of materials, multiple copying of similar information in various research papers, false authorship and distortion of information. All manuscripts submitted for consideration to the journal are checked for plagiarism.

When preparing a review, reviewers should be as friendly, respectful and objective as possible, avoid harsh and emotional evaluations, and speak on the substance of the paper only.

Reviewers should prepare reviews confidentially; they should neither distribute information about the content of the article, nor use it in their work or the work of their research teams.

Reviewers must communicate their interests of a financial, personal, political, religious, intellectual and / or other nature that may affect their objectivity when reviewing manuscripts and create a conflict of interests.

The authors prepare manuscripts of scientific articles and send them for consideration to the journal for publication in order to bring the results of scientific research (observations, analyses, generalizations) to the scientific community and convincingly substantiate their findings and conclusions. Manuscripts of articles submitted earlier for publication in other periodicals are not accepted for consideration.

The use of information from other publications in the submitted manuscript must be accompanied by proper citation. Plagiarism and self-plagiarism are not acceptable.

The use in submitted manuscript any data (illustrations, tables, etc.) from other sources protected by copyright is possible after the authors of the article receive the appropriate permission and inform the Editorial Board about it.

If a fundamental error is found in the article after its publication, which significantly affects the results, the authors should send a letter to the Editor-in-Chief with an explanation of the situation, which can be published in subsequent issues of the journal.

Criticism of scientific works of other authors must be correct and constructive. Distorted presentation of the results of other authors is not acceptable.
