Reviewing
- Manuscripts of articles drawn up in accordance with the "Rules for Authors" are submitted as MSWord files for OS Windows by e-mail to the editor-in-chief Semenov@igce.ru. A short cover letter should contain a request from the authors to accept the manuscript for consideration for publication in the journal “Fundamental and Applied Climatology".
- The editor-in-chief or his deputy check the submitted materials for compliance with the subject scope of the journal and the "Rules for Authors". If a discrepancy is found, a letter is sent to the authors from the editor-in-chief or his deputy, where the authors are informed that the manuscript has not been accepted for consideration and the reason for such a decision is explained.
- If the manuscript is prepared in accordance with the "Rules for Authors" and the topic of the article corresponds to the subject scope of the journal, then the manuscript is sent for review.
- The journal adheres to the policy of single-blind review.
- Reviewers are selected by the editor-in-chief or his deputy (if necessary after consultation with members of the Editorial Board) from among the members of the Editorial Board or external experts. All reviewers are recognized experts in the subject of the peer-reviewed materials and have publications on the subject of the peer-reviewed article over the past 3 years. The average time for submission of a review by a reviewer is 30 days.
- If the reviewer refuses to review the article or does not submit a review within 30 days, another reviewer is appointed by the editor-in-chief or his deputy (if necessary after consultation with the members of the Editorial Board) from among the members of the editorial board or external experts.
- Decisions based on the results of peer review can be as follows:
- if the review is positive but contains recommendations for revising the manuscript (both technical and substantive), then the text of the review is sent to the authors for revision (without the name of the reviewer);
- if the review is negative, then the editor-in-chief or his deputy (if necessary, after consultation with the members of the Editorial Board) makes a decision:
- to reject the manuscript or
- to send the manuscript for re-review to another expert;
- if the second review is also negative, then the manuscript is rejected;
- if the second review is positive, then copies of both reviews (without the names of reviewers) are sent to the authors with a request to modify the manuscript (technically and substantively), taking into account the comments of the reviewers as much as possible.
- A manuscript sent for revision must be returned in a corrected form within 30 days. If necessary, a letter from the authors can be attached to the revised manuscript, with a description of the corrections made and with answers to the comments of the reviewer (s) or a motivated justification for disagreeing with the comments.
- If the authors refuse to finalize the article in accordance with the comments of the reviewer or the Editorial Board of the journal, the case is considered by the editor-in-chief or his deputy. If the comments raise the major issues, then the editor-in-chief or his deputy contact the authors in order to reach agreement. If it is not possible to reach an agreement, a letter is sent to the authors from the editor-in-chief or his deputy, containing a reason for refusal to publish.
- Decisions based on the results of peer review. After revision by the authors, manuscripts of articles that have received at least one positive review are submitted for discussion at the meeting of the Editorial Board of the journal. The final decision on the publication of an article made by the editor-in-chief or his deputy following a discussion on the meeting of the Editorial Board can be as follows:
- the article can be accepted for publication;
- the article can be accepted for publication in the "Discussion Materials" section if serious comments on the content of the work were expressed at the meeting of the Editorial Board, although the Editorial Board considered it expedient to publish and invite specialists to discuss the essence of the article on the pages of the journal;
- the article may be rejected, about which the authors are notified by a letter from the editor-in-chief or his deputy, containing a refusal to publish and its reason.
- In case of a positive decision, the Editorial Board can make recommendations to the authors for revising the article. In such case, the article is sent to the author for revision.
- If the article is accepted for publication, but needs scientific editing, a scientific editor from among the Editorial Board members may be appointed, who interacts with the authors in order to help authors to bring the manuscript to a high level of presentation of scientific material.
- When decision to refuse publication is made, the authors are notified about it by a letter from the editor-in-chief or his deputy, with attached copies of all reviews (without names of the reviewers).
- When an article is accepted for publication, the text of the article is sent to the editorial group for technical preparation for publication. An official letter of acceptance of the article for publication is sent to the authors upon personal request.
- The authors have the right to withdraw the manuscript submitted for publication until the moment the volume is handed over to the printing house, for which it is necessary to send a letter to the editor-in-chief of the journal stating the reasons for the withdrawal of the manuscript.
14.The total period for consideration of an article from the moment of its submission by the authors to the decision on its publication does not exceed 6 months on average.
